Moraine Valley Community College is remodeling the Center for Contemporary Technology, home to the community school?s open computer and welding labs, machine tool shop and auto repair center.
College board trustees recently approved a bid for the first phase to remodel the tech building on the Palos Hills campus.
All of the work on the structure, called Building T, is among a long list of school improvements being paid for with revenue raised after approval of an $89 million sales tax increase referendum in 2006.
The next phase of the T building work will involve renovating vacated space in room T-100 and converting it into the IT security area program.
Improvements will also be made to the area that houses the college?s user services department, or help desk; fire services; and the automotive technology lab. These locations will be changed from one spot to another in the building.
A donor recently gave the college a hybrid auto so the new auto lab will be a hybrid auto lab, said Andy Duran, vice president of administrative services.
Bids were opened Dec. 6 for the first phase of work involving the renovation of T open space into four office and computer workstations. The winning bidder for the $289,000 project is George Allen Construction Co. Inc. of Mokena. The college contacted 15 vendors and received six bids, officials said.
?The recommendation of a bidder for the award of this project is based on the bidder?s responsiveness to the identified qualifications, requirements of the project and the bid amount,? said Director of Purchasing Jane Bentley.
A second bid for the project is scheduled to be taken up by the trustees on Feb. 22.
In the second phase of construction work, Building T?s public areas will receive a facelift. A glass curtain wall will go up on the north end of the building with a new space for students. The changes will help connect the tech center to the rest of the campus and the quad area, officials said.

>> but now there's a new decision, a major decision you've had to make about your treatment. what is your decision?
>> last time i was here, i told you that i was getting the double lumpectomy and radiation. now instead of radiation, i'm going to go ahead and move forward with a double mastectomy.
>> yeah, and i think when you saw in that report, the next day we were going into the doctor hoping for some good news. unfortunately, the one breast they weren't able to clear the margins and get all the cancer out, so we were then faced with a decision to make. do you go back and do another lumpectomy and try to clean it out or do you go for a more radical procedure.
>> this is a very dramatic decision. it's a drastic decision. to what degree does wanting to have children play into your decision to go for a double mastectomy.
>> that was actually a big part of it. not all of it, but a big part. if i had chosen to just do another lumpectomy and then do radiation and then do anti-estrogen therapy, which means two to five years of medication, that basically puts me into early menopause , then i would have to put off having a baby for several years. so that was something we took into account. but to be honest, at the end all it came down to was just choosing to live and not looking over my shoulder for the rest of my life.
>> . that's really what it came down to.
>> and that isn't a decision we made lightly. we talked to as many experts as we could, we got the best information available to us. one of the other factors that came into play was quality of life . if she would have gone with the lumpectomy and radiation, then you have to go in every six months for the rest of your life getting mammograms. knowing giuliana , she's going to be worrying three weeks before the mammogram, waiting for the results worrying and you're always looking over your shoulder. so i think in this particular case this was the best option for giuliana .
>> and it could have come back more aggressively next time. so for me it was just very important to get the cancer out. that's what i wanted to do is just get it out.
>> what did doctors tell you about the chance of not ever getting it back? with the double mastectomy.
>> with the double mastectomy i have less than a 1% chance of getting it back. with another lumpectomy, radiation and medication, i could have seen 20 to 30 to 40% chance in my lifetime. and for me it just wasn't worth it. and like i said -- like bill said, it was a very hard decision to come to, but really in the end what happened was, you know, bill said to me, i think this definitely got me. bill said to me i just need you around for the next 50 years, kid. that's what he said. he goes i don't care what you look like, i don't care about the physical portion of this, i just need you around for the next 50 years, so let's just get you healthy. and that certainly helps me come to the decision.
>> beyond that, what do you want to say about how important bill has been, having a spouse who is supportive, who's there for you can be in your personal and emotional survival going through all this?
>> oh, my gosh. bill has been the world to me through this. i couldn't have done it without bill. even right from the beginning when we found out we had the option about mastectomy, we went in the backyard and i remember -- in typical bill fashion he pulled out a yellow legal pad and made a pros and cons list of the mastectomy. and he just -- he brought some laughter to the process, some light to it and just kept reminding me who we are as a couple and that none of this is going to break us apart or get us down or affect our love for each other. in fact it's just made it stronger. and i couldn't be more at peace with the decision, but it was hard. and i still break down some nights, you know, when it's quiet in bed. it's easy to just start crying and be very sad. but i'm okay.
>> i know from my own family's experience that it's also hard to be the spouse. what is getting you through this, bill?
>> well, i'm focused on the finish line, and i'm thinking our goal is to be done with this by christmas time and then we don't look back. my role was to make sure that she was armed with as much information and the best information possible so she could make the right decision. and i tried to take the emotion out of it a little bit, that's why i pulled out the legal pad and we put pen to paper and when we looked at it, it made the decision i think a little bit easier because in our particular case, and i think the message here -- there's no right or wrong answer, it's an individual decision that each person has to make for themselves, but this is the right decision for giuliana .
>> i tell you, i had to see it as well. i think that was very important. when they first told me mastectomy was an option, i said absolutely not. absolutely not. i am 37 years old. i don't want to do it. because to me the word was very scary and it meant i would be disfigured. and so a very, very wonderful friend of mine who actually has been on this show, she's in an organization called bright pink, she had a mastectomy in her early 20s when she found out she had the breast cancer gene. she said not only am i going to tell you what a mastectomy is but i'm going to show you what a mastectomy is. and when i saw it and she was wonderful enough to share that with me, i thought, okay, this is okay, she looks beautiful, she's healthy, she's vibrant and doesn't regret her decision and i think that is very important. that girls, women stick together and we share our experience with each other because that helped me i think more than anything was to get to the decision was to see another woman, similar age as me, who had been through it.

For the millions of fans who have been eagerly awaiting a film adaptation of Suzanne Collins' best-seller "The Hunger Games," 2011 gave them even more to be eager about as details trickled out about the movie, which is due in March.
We at MTV News have been as caught up in the frenzy as everyone else. And along the way, we've been able to speak with the major players involved in the "Games," gleaning the juiciest details from the likes of Jennifer Lawrence, Liam Hemsworth and Josh Hutcherson.
Back in January, before casting was solidified, Hemsworth told MTV News he'd read the script and that he could actually see himself in the role of Peeta. After Hemsworth won the role of Gale instead, we chatted up his older brother and fellow actor Chris Hemsworth, who revealed that he helped Liam prep for his big audition by reading the role of Katniss. "I did. Swear to God," he said. "I read that. Put my girly American accent on."
In May, we had our first "Hunger Games"-centricchat with Jennifer Lawrence. She discussed fans' initial protests over her blond hair, which quieted after she dyed it, along with the intense hours of archery training she went through to become as convincingly handy with a bow and arrow as Katniss is.
"It's lots of training, but the training is actually really fun," she said. "I've done archery for about six weeks, rock climbing, tree climbing and combat and running and vaulting," she said. "Also yoga and things like that to stay cat-like."
We also caught up with some of the film's supporting actors. Lenny Kravitz, who is ready to further prove his acting chops in the role of sympathetic District 12 stylist Cinna, said he's doing his homework by immersing himself in all Collins' books. Elizabeth Banks was a bit more cagey in revealing any details about her transformation into pink-haired, type-A Effie Trinket, but she did admit that she and co-star Woody Harrelson have chemistry.
Harrelson, who plays alcoholic Hunger Games survivor Haymitch Abernathy, praised Lawrence's portrayal of Katniss and revealed that his character's hairstyle was inspired by his own brother. "I was like, 'OK, let's get a wig. Let's do the Brett Harrelson hair,' " he said of the long and slightly shaggy style. "It's kind of cool. I really liked the look. It's a fun character, and I think it's going to be a good movie."
Fellow supporting player Stanley Tucci, a.k.a. the blue-haired Caesar Flickerman, echoed Harrelson's sentiments about Lawrence's performance. "She was amazing," he said. "They were all amazing. She's just so good and so mature at such a young age. It was really fun. Really fun. And [director] Gary Ross, he's great."
We didn't have to take Tucci's word for it, as we also sat down with Ross for an exclusive interview surrounding our debut of the "Games" teaser trailer back in August. The "Seabiscuit" and "Pleasantville" helmer took us through his detailed plans for the film and the challenges of filming.
And we finally stole a few moments with Peeta Mellark himself, Josh Hutcherson, who took us through his grueling audition process and the anxious wait for the news of his casting, why he was "so right" for Peeta and his excitement for the fans to see the finished product.
"It's exciting to hear people are that interested in something you're doing, so it's a little nerve-racking, but I'm onboard," he said. "The fans for 'The Hunger Games,' they're die-hard. They're the best fans in the world, so I'm really excited for them to see the movie."

Time for more college football predictions, this time the 16 games played between Christmas and New Year?s.
Insight Bowl: Oklahoma vs. Iowa, 9 p.m. Friday. Sooners 37-14. Not a good matchup for the Hawkeyes, no matter how listless the Sooners were down the stretch.
Independence Bowl: Missouri vs. North Carolina, 4 p.m. Monday. Tigers 38-28. Matchup of the school the SEC wanted (Carolina) vs. the school that it settled for (Mizzou).
Little Caesars Pizza Bowl: Purdue vs. Western Michigan, 3:30 p.m. Tuesday. Boilermakers 45-24. Risky pick. Purdue 2-2 in its last four games against the Mid-American Conference.
Belk Bowl: North Carolina State vs. Louisville, 7 p.m. Tuesday: Wolfpack 47-17. Heck of a matchup, if you?re talking about the 1983 Final Four. This game is in Charlotte, N.C., and was known as the Meineke Car Care Bowl. But the Meineke Car Care sponsorship has moved to Houston and the Texas Bowl, which once was known as the Houston Bowl. Personally, I miss the Bluebonnet Bowl.
Military Bowl: Air Force vs. Toledo, 3:30 p.m. Wednesday. Falcons 45-38. Strange pairing. The Academy is playing the Rockets.
Holiday Bowl: Texas vs. California, 7 p.m. Wednesday. I don?t know if he gets enough credit, but Jeff Tedford has done a nice job with Cal football. I remember when the Bears were mostly irrelevant. I know they?re not knocking down the Rose Bowl?s door, but now they?re mostly competitive.
Champs Sports Bowl: Notre Dame vs. Florida State, 4:30 p.m. Thursday. Seminoles 26-6. The Florida State season looked so promising when they tied OU 13-13 in the fourth quarter on Sept. 17.
Alamo Bowl: Baylor vs. Washington, 8 p.m. Thursday. Bears 61-34. It would have been a nice year for OU to finally make its Alamo Bowl debut. New place to go for the fans, who need a reason to get motivated for this bowl season, and San Antonio might have been the ticket. But you can?t blame the Alamo folks for going with the Heisman Trophy winner.
Armed Forces Bowl: Tulsa vs. Brigham Young, 11 a.m. Friday. Golden Hurricane 26-24. I covered the 1996 TU-BYU game. Cougars won 55-30, and the game ended after midnight. In fact, here are the scores of the last six Tulsa-BYU games ? 38-15, 45-35, 55-30, 49-39, 49-24 and 55-47. Tulsa won only the last one, in 2007.
Pinstripe Bowl: Iowa State vs. Rutgers, 2:30 p.m. Friday. Scarlet Knights 17-14. I?ll be pulling hard for the Cyclones. But Yankee Stadium is bad karma for the Big 12. Just look at the 2010 Pinstripe Bowl.
Music City Bowl: Wake Forest vs. Mississippi State, 5:40 p.m. Friday. Demon Deacons 28-21. National upset special. Game 3 of an ESPN quadrupleheader. College football fans will be worn out by the time the Insight kicks off. Also, set your DVRs, if you?re so inclined. OU-Iowa could kick off on an ESPN sister station ? ESPNU or ESPN?classic or ESPNNEWS ? if the Music City runs long.

Fight Hunger Bowl: Illinois vs. UCLA, 2:30 p.m. Saturday.?Bruins 37-31, in four overtimes. We picked UCLA for this reason ? after thoroughly checking the NCAA rule book, it has been made abundantly clear that someone has to win.
Liberty Bowl: Cincinnati vs. Vanderbilt, 2:30 p.m. Saturday. Bearcats 31-21. Call me crazy, but I?m still on the Cincy-to-the-Big 12 bandwagon. Bring them in and bring them now. Reminds me a story my former pastor?s father once said. Said he never could find a preacher he liked, so he just grew his own.
Chick-fil-A Bowl: Auburn vs. Virginia, 6:30 p.m. Saturday.?Tigers 24-19. I once watched the Peach Bowl (which this is) during a six-hour cruise that left Fort Lauderdale harbor. Worst night of my life, which had very little to do with Florida and Miami playing in the Atlanta bowl game.

LeBron James, Carmelo Anthony and Derrick Rose all shined as the NBA tipped off in style on Christmas Day with some sparkling action putting aside memories of the five month long lockout.
The Miami Heat immediately showed why they are title favorites by beating last season?s champions the Dallas Mavericks, while the New York Knicks enjoyed a surprise victory over the Boston Celtics at Madison Square Garden and the Chicago Bulls produced a great comeback to beat the Los Angeles Lakers.
The games were part of a five-game opening day to the delayed and reduced 66-game regular season after the dispute between players and owners over a new collective contract ended earlier this month.
When they finally reached a new collective bargaining agreement, that was ratified on December 8, the teams had just 17 days to get their rosters filled, hold brief training camps, complete a couple of warm-ups and get ready for Sunday?s openers.
The opening day quickly gave fans a taste of what was at risk with some great displays from top performers.
The Heat ruined the Mavericks? championship celebrations with a resounding 105-94 victory led by standout performances from James and team-mate Dwyane Wade in Dallas.
The Heat had to wait in their locker room as the Mavericks raised their championship banner minutes before the start of the game as Dallas players, wearing ?2011 NBA Champions? on the back of their tracksuits, celebrated.
But when the game got underway, finals MVP Dirk Nowitzki and team-mates Jason Kidd and Jason Terry were swept aside by an impressive Heat,
Miami were 97-65 up after three quarters, before allowing Dallas, who never led, to make the score respectable in the fourth.
James scored 37 points and had 10 rebounds and six assists while Dwyane Wade contributed 26 points with eight rebounds and six assists, as the Heat?s two biggest names offered an early reminder of their quality.
Last season?s league MVP, Rose, crowned a superb comeback from the Bulls with a one-handed running shot over Pau Gasol to win the game 88-87 with 4.8 seconds remaining.
Kobe Bryant?s last gasp attempt to steal it back for the Lakers was dashed as his shot at the buzzer was blocked by Luol Deng.
Rose scored 22 points with Deng making 21 as the Bulls overturned a six-point lead in the final two minutes while the Lakers missed four free throws in the final 1:40.
Bryant scored 28 points for the Lakers but will be disappointed to have started the season with a home loss.
Carmelo Anthony was the top performer for New York, scoring 37 points as the Knicks enjoyed a 106-104 victory over the Celtics.
The Knicks were fastest out of the blocks taking a 34-23 lead at the end of the first quarter and leaving Celtics head
coach Doc Rivers fuming at his team, telling them they were ?playing soft.?
Boston trailed 62-52 at half-time but piled on 35 points in the third quarter to lead by eight heading into the last period.
The Celtics had won their last eight games against the Knicks but New York fought back this and Anthony?s two free throws with 16.3 seconds left proved to be the game winners as Boston failed to score again as Marquis Daniels missed a three pointer then Kevin Garnett missed a 16 footer at the buzzer.
Rajon Rondo was the top scorer for Boston with 31 points while Anthony scored 17 points in the last quarter for New York.

HONG KONG (Reuters) ? Chinese riot police fired teargas to disperse a throng of protesters in a small town in southern China on Friday, the fourth day of demonstrations against the construction of a power station.
Footage from Hong Kong's Cable TV showed police firing several rounds of teargas in Haimen town, in the southern boom province of Guangdong, sending hundreds of people scuttling away.
The protests in Haimen intensified this week just as people about 130 km (80 miles) further along the coast, in Wukan village, called off a 10-day blockade of their village in a protest against what they said was a land grab by officials.
Protests in China have become relatively common over issues such as corruption, pollution, wages, and land grabs that local-level officials justify in the name of development.
Chinese experts put the number of "mass incidents," as such protests are known, at about 90,000 a year in recent years.
While Communist Party rule is not directly threatened by such incidents of unrest, officials fear they could coalesce into broader, more organized challenges to their power.
Residents of Haimen, a coastal town of about 120,000 people, took to the streets on Tuesday to protest against plans to build a coal-fired power plant after what they complain has been years of heavy air and water pollution from existing power plants in the town.
They rejected an offer to suspend the project late on Wednesday, demanding it be scrapped altogether, and Hong Kong's Mingpao newspaper reported on Friday that they pledged to keep up their action if police did not release detained protesters.
China's state news agency Xinhua had reported that police had detained five people for vandalism on Wednesday evening.
People in China are increasingly unwilling to accept the relentless speed of urbanization and industrialization and the impact on the environment and health.

COLUMBIA, Mo. (AP) ? Federal health agencies are testing samples of liquid and powdered infant formula and some distilled water used to prepare the powder by the Missouri parents of a 10-day-old boy who died from an apparent bacterial infection.
Laclede County health director Charla Baker said Thursday it could be several days before the test results are available from the Centers for Disease Control and Prevention and the U.S. Food and Drug Administration.
Avery Cornett died Sunday night after he was fed Enfamil Newborn powder bought at a Walmart store in Lebanon.
Preliminary results indicate he died of a rare infection caused by Cronobacter sakazakii bacteria.
The store has stopped selling the product, and the company pulled a batch of the infant formula from more than 3,000 of its stores nationwide.

FORT MYERS, Fla. (AP) ? The mother of country singer Mindy McCready wants her grandson back.
Gayle Inge and her husband, Michael Inge, said Thursday in a news release that their 5-year-old grandson Zander should be returned to them in Florida.
Under Florida law, Inge is Zander's legal guardian. In November, McCready took the boy out of Florida without the permission of Florida's courts. The singer and her son were found in Arkansas. McCready told The Associated Press that she took the boy because she feared he was being abused at her mother's home; Gayle Inge has denied the allegations.
Zander is currently in the custody of Arkansas child welfare authorities. The Inges say Arkansas shouldn't have jurisdiction over the case and that being away from his Florida family isn't in the boy's best interest.

According to a suit filed Monday in federal court in Memphis, Masudur Rahman and Mohamed Zaghloul were traveling to Charlotte to attend a conference on anti-Muslim discrimination at the time.
Rahman, who is an adjunct instructor of Arabic at the University of Memphis, has said he was dressed in traditional Indian clothing. Zaghloul, who is a religious leader with the Islamic Association of Greater Memphis, was dressed in Arab garb that included traditional headgear.
The two passed through regular security screening and were waiting at the gate to board when they were pulled out of line and subjected to a second security check, according to the suit. They were questioned about their trip and their luggage and belongings were searched before the men were cleared and allowed to board.
Shortly after the plane pulled away from the gate, the pilot announced the aircraft was returning to the terminal. Once there, according to the suit, the men were pulled off the plane, asked more questions and searched again, this time with a "comprehensive body pat down."
Although they were again cleared to board, the pilot refused to allow them back on the plane, the suit claimed. The plane began to depart without the men when an unnamed airline official called it back and it returned to the gate for a second time.
The suit claims the official then boarded the plane and spoke with the pilot, who said he would not allow Rahman and Zaghloul on the plane because their presence could make other passengers uncomfortable.
According to the suit, the official told passengers that anyone who was apprehensive about the presence of the two men could take a different plane and would be given a generous voucher. There were no takers. The pilot still refused to allow the men to board and they were booked on a later flight, the suit said.
Delta and Atlantic Southeast Airlines Inc., which is owned by SkyWest Inc., issued a statement Monday that read: "Atlantic Southeast and Delta oppose discrimination in any form from any source, and our employees act at all times in the best interest of passenger safety and security. We cannot comment further on pending litigation."
Both airlines are based in Atlanta.
Federal regulation allows an airline to refuse to transport an individual who it decides is unsafe. The plane's captain has ultimate authority. But the decision cannot be made solely on the basis of person's race, color, national origin, religion, ethnicity, or sex.
"Defendants excluded Mr. Rahman and Mr. Zaghloul because of the way they looked," the suit claims. "They had beards, wore traditional Arabic clothing, and were visibly foreign. Defendants unlawfully relied upon these characteristics to conclude that Mr. Rahman and Mr. Zaghloul were security threats, disallowing them from utilizing their purchased tickets."
The suit said the two were traveling to a conference on "'Islamophobia,' and how Muslims religious leaders could help address this issue."
The suit seeks unspecified compensation for the men's losses and injuries as well as punitive damages.

Many American companies have done incredibly well this year. A number posted extraordinary financial results in 2011. Others have launched products that revolutionized markets.
Of course, many big public corporations also did very poorly. Several nearly destroyed their business and dragged down shareholder value with it. 24/7 Wall St. combed through the S&P 500 to find the best and worst managed companies in America for 2011.
To make a list of semifinalists, 24/7 Wall St. considered stock price, changes in earnings per share, major shifts in market share and changes in management, among other data. Once the initial screen was complete, we reviewed product launch success, financial results, success of new management and the performance of each company within its industry. The editors then sifted through the finalist to identify those that rewarded both customers and shareholders and those that caused these two groups the most harm.

Just after Avon announced financial results, it disclosed an SEC investigation into improper contacts between the company?s management and Wall St. analysts. Research In Motion was ?the? smartphone company until Apple released the first iPhone in mid-2007. RIM had every chance to move from its core enterprise market into the consumer one, but was slow to do so and released poorly designed products. It then allowed itself to be flanked by another generation of smartphones built with the Google Android mobile operating system. RIM management continued the destruction of the company?s value through the release of several other badly built and badly marketed products, the most recent of which was the tablet PC Playbook meant to compete with Apple's iPad. Sales have been so poor that RIM recently took a $485 million write-down on its Playbook inventory. RIM has recently warned twice that it would miss earnings forecasts. Three months ago, RIM said it would fire 2,000 of its 19,000 workers. RIM?s BlackBerry was the first smartphone, but its sales are close to putting it in last place among its competition. On December 7, after a trademark dispute, RIM backed down on its plan to change the name of its OS.
3. AMR
AMR, parent company of American Airlines, declared Chapter 11 recently. CEO Gerard Arpey turned down the board?s offer to stay as chief executive. Perhaps he was too humiliated by what he had done to ruin what was once considered the flagship airline of the United States. The most recent error on management?s part was its inability to settle labor disputes with the pilots, losing Wall Street?s confidence in the airline?s viability in the process. Investors traded shares down relentlessly during the month before the bankruptcy filing. Arpey?s greatest mistake, however, was his decision not to merge American with another large U.S. carrier. Meanwhile, a merger between United and Continental was put together to cut routes, personnel and equipment costs, among other things. Delta and Northwest set a marriage for the same reasons. American was left on the outside of the industry?s cost cutting trend.

FRIDAY, Dec. 16 (HealthDay News) -- HIV-infected drug users are 74 percent more likely to have an overdose than those without HIV, a new evidence review finds.
Behavioral and biological factors may be among the reasons for this increased risk, according to the Rhode Island Hospital researchers. Drug overdose is a frequent cause of non-AIDS death among people with HIV.
The link between HIV infection and drug use is well documented, but the association between HIV and overdose has received less attention and was the focus of this study, which involved a review of 24 previous studies.
"Over the past 30 years, we have made impressive strides in caring for and prolonging the lives of people with HIV. Our study found that premature death by overdose is an issue that affects people with HIV disproportionately," study leader Traci Green, a researcher with Rhode Island Hospital and the Lifespan/Tufts/Brown Center for AIDS Research, said in a hospital news release.
"It is not entirely clear why the risk is greater, and few studies have endeavored to figure out why this might be happening," she added.
Biological factors may include clinical status, weakened immune systems, opportunistic infections and poorer physical health among HIV-infected drug users. Some research has suggested that hepatitis C infection and other conditions that affect metabolic ability may also increase the risk of overdose, according to the release.
Behavioral factors -- such as high-risk lifestyles and an increased rate of psychiatric conditions -- may also contribute to the higher risk of overdose among HIV-infected drug users, Green said.
Other possible factors could include homelessness and poverty, and poor access to medications and therapy used to treat opioid dependence, she suggested. Many HIV patients take opioid painkiller drugs as part of their treatment, while others use illegal opioids.
The study appears online in advance of print in the journal AIDS.
"Bringing overdose awareness and prevention into the HIV care setting is critical to reducing overdose deaths," Green said.
"Health care providers who treat HIV-infected patients with a history of substance abuse or who are taking opioid medications should consider counseling patients on how to reduce their risk of overdose. They may also consider prescribing naloxone (Narcan) to patients, or offering a referral to MAT (medication-assisted therapy) to reduce the risk of overdose," she advised.
Naloxone is a prescription medication that reverses an opioid overdose and has no abuse potential.

BEIJING (Reuters) ? The Beijing city government said on Friday it would tighten control over popular microblogs that have vexed authorities with their rapid dissemination of news, giving users three months to register with their real names or face legal consequences.
China has repeatedly criticized microblogs for irresponsibly spreading what it calls unfounded rumors and vulgarity and has issued a series of warnings in recent months that online content must be acceptable to the ruling Communist Party.
Microblogs such as Sina's Weibo allow users to issue short messages of opinion -- a maximum of 140 Chinese characters -- that can course through chains of followers who receive messages instantly.
Censors have a hard time monitoring the tens of millions of messages sent every day and users have become expert at using clever, nuanced language to discuss sensitive topics such as human rights and the foibles of the top leadership.
Now, in rules unveiled by the Chinese capital's government and carried by state media, individual and company users must register with their real identification information.
Users have three months to register with "responsible departments for Internet content" or will face legal consequences, state media cited the rules as saying.
However, people will be able to choose their own user names, Xinhua news agency cited an unidentified government official as saying.
Hong Kong media said the cities of Shanghai and Guangzhou were likely to follow suit.
China has more than 300 million registered microbloggers, although many people have more than one account.
Wang Junxiu, an Internet commentator and investor in Beijing, said the new policy would be difficult to implement, but nonetheless would have a chilling effect on online controversies.
"I don't know how they're going to implement this, because there are already hundreds of millions of users on microblogs," said Wang, who studies microblog developments.
"How do you go about checking them one by one? It will be very hard to enforce, but it still means that the intensity of controls will grow."
"I'd guess that the way it will work out is that, as operators encounter problems and complaints, they'll use this regulation to simply shut down users. It will be an excuse to shut down problem users," Wang said.
Wang said the policy was likely to spread nationwide. "Beijing has set an example that other areas will follow. They don't want to be seen as falling behind in regulation."
DISMAY ONLINE
Chinese microbloggers were quick to share their dismay at the new rules.
"This is a covert way of monitoring what people say and to control public opinion!" complained "huitailang." "But think about it another way -- if the subjects of heaven are full of complaints, that's bad for social harmony and for our emperors."
"This amazing country has no bounds to the evil it can do," added "low key thinker."
Still, investors may be slightly more relaxed, as they have been expecting tighter regulation for some time now, said Dick Wei, a Hong Kong-based analyst with JPMorgan.
The impact will depend on how the new regulations are executed, he added.
"If you look at the real-name registration for the online-games industry back a couple of years ago, the execution of the real name registration on the online games industry did not impact the online game usage," Wei said.
Sina and other Chinese microblog operators already deploy technicians and software to monitor content and block and remove comments deemed unacceptable, especially about protests, official scandals and Party leaders.
While the Party has vowed to intensify control over online social media and instant messaging tools, analysts say it is unlikely to shut down what has become an important valve for monitoring and easing social pressures.
The government has also urged ministries, officials and the police to set up their own microblogging accounts to give the public "correct" facts and release authorized information to dispel misunderstandings.

WASHINGTON (AP) ? A small comet survived what astronomers figured would be a sure death when it danced uncomfortably close to the broiling sun Thursday night.
Comet Lovejoy was only discovered a couple of weeks ago. It was supposed to melt as it came so close to the sun that the temperatures would hit several million degrees.
But astronomers watching live with NASA telescopes were shocked when a bright spot emerged on the sun's other side. Lovejoy lived.
The comet came within 75,000 miles (121,000 kilometers) of the sun. For a small object often described as a dirty snowball, that brush with the sun should have been fatal.
Astronomers say it probably was not deadly because the comet was larger than they thought.

Deputies in Florida say a man stole a woman's car while they on a date at a Tampa area movie theater.
The St. Petersburg Times reports that? 27-year-old Michael Pratt told the woman he needed to get something from the car while they were watching the movie.
She gave him her keys. When he didn't return, she called him. Authorities say Pratt laughed, then told the woman he had stolen her car.
Pasco County Sheriff's deputies say now faces grand theft charges.
Car was a rental
The victim, who is 35, tried contacting Pratt for two days before calling the sheriff's office, according to the paper. Pratt called her four days after the movie outing and said he dumped the car in a Walmart parking lot in New Port Richey, authorities said. Deputies found it and arrested Pratt on Wednesday. The car, a silver 2012 Ford Focus, was a rental.?
According to the Times, Pratt previously served more than a year in prison for the same charge, as well as fraud, uttering forged bills and failing to return rental property.
He is in the Pasco County Jail. No attorney was listed on Pratt's jail records.

Skip to next paragraphScientists from Australia and Spain have unearthed 515-million-year-old fossil remains of a pair of eyes the researchers associate with an undersea creature known as Anomalocaris.
Each of the shrimp-like animal's two pear-shaped eyes sported at least 16,000 hexagonal lenses. This would have given the 3- to 6-foot-long creatures vision as keen as the sharpest-eye insect today, the dragon fly.?
A formal report of the discovery appears in the Dec. 8 issue of the journal Nature.
Anomalocaris's newfound eyeballs establish it as an ancient relative of today's arthropods ? a broad classification of organisms that includes creatures ranging from lobsters and shrimp to spiders and damsel flies, the researchers say.
But what a relative. "Anomalocaris is the stuff of nightmares," said team leader John Paterson, a paleontologist with the University of New England in Australia, in a prepared statement.
In addition to its length, Anomalocaris sported a pair of barbed arms that protruded like pincers in front of its head, and a circular mouth with rasp-like serrations.
Based on fossil specimens of the creature uncovered in the US, China, and Canada, scientists have inferred Anomalocaris's position at the top of the food chain not only from its outward structure, but from the circular mouth marks found on hard-shelled trilobites, which could grow to lengths comparable to a large umbrella, as well as trilobite remains in fossilized fecal matter associated with Anomalocaris. Some researchers hold that these creatures would have been more partial to soft-bodied marine animals.
Whatever the mix of prey, the discovery and analysis of Anomalocaris eyes "confirms that it had superb vision to support its predatory lifestyle," Dr. Paterson said.
The team found the remains in shales from a quarry on Kangaroo Island, just off the southern coast of Australia. The shale formation, known as Emu Bay shales, is noted for preserving soft tissue, as well as skeletal remains.
The Emu Bay shales have yielded two species of Anomalocaris. The pair of eyes appeared in a section of shale that also yielded other specimens of Anomalocaris's arms and body flaps.
The researchers add that the presence of these eyes at this stage in the evolution of life on Earth indicates how quickly, in geologic time, novel features can emerge.
Anomalocaris lived during a period known as the Cambrian explosion, a period that lasted roughly 55 million years and saw an exponential growth in the number of new species compared with the rates in prior periods. Evolutionary biologists say that most of the broad body plans seen in organisms today first emerged during the Cambrian explosion.
No creature whose fossil dates to before the Cambrian period has eyes, the researchers say. Indeed, the discovery pushes the evolution of the compound eye much deeper into past than previous evidence suggested, and this form of vision probably emerged before the appearance of hard external skeletons ? such as the one armoring Anomalocaris, the team posits.
